An excellent read. In some ways, the storyline has some parallels to the romance Taylor Sheridan has between characters in his show "Lioness".....

Love Beyond the Law
Victoria and Emily are the strongest part of this story. Their chemistry develops nicely from wary eye contact to an uneasy alliance, and I especially enjoyed how their dialogue lets their guarded personalities show through. Victoria’s controlled, intimidating exterior gradually gives way to someone shaped by grief and responsibility, while Emily’s certainty about justice begins to crack without making her feel weak. The moments where they tease each other—like Emily calling Victoria’s advice “giving FBI agents advice”—make their connection feel more natural amid all the action. The moral tension is compelling too: Emily is supposed to arrest Victoria, but keeps seeing the human being beneath the reputation, while Victoria repeatedly protects Emily despite insisting they are enemies. The Black Vipers and Volkov add plenty of danger, though the constant explosions, gunfire, and cliffhangers sometimes make the pacing feel more melodramatic than grounded. Still, the central relationship kept me reading, and the ending leaves a strong emotional hook, especially with Victoria’s reaction to Emily’s belief in second chances.
